Rent control mostly does not record against title — it is a municipal code that applies to the building regardless. Buyers and agents often expect to see “rent control” printed on the preliminary title report. It usually isn't there. Rent stabilization ordinances — the City of Los Angeles RSO, Santa Monica's Chapter 1806, Culver City's ordinance — are municipal codes that apply to a building by its characteristics (age, unit count), not by anything recorded in the chain of title. The obligation exists whether or not the prelim mentions it.

What does show up are the recorded artifacts that surround rent-regulated buildings. Condo conversions record their approvals and notices. Some cities record notices related to registration or tenant habitability programs. Older buildings carry decades of recorded leases, memoranda of lease, and easements. And on the escrow side, a regulated building generates paperwork that has nothing to do with recording: tenant estoppels, security-deposit transfer accounting, and registration disclosures the city requires at change of ownership.

The practical consequences live in escrow and in the buyer's underwriting, not in the search. A Santa Monica Chapter 1806 building requires specific disclosures and notice periods. An RSO building in the City of LA requires registration and, depending on the tenants, relocation-related items. These affect the timeline and the buyer's pro-forma — so the right move is knowing which ordinance applies on day one, not after contingencies are removed.
